How do I edit what Control shift C does on Windows Vista? I need to delete it so I can use the keys for Spore.?

I need to use cheats in the game Spore which requires me to press Control Shift C on my HP Pavilion Entertainment PC (laptop), but I think HP or Windows Vista has those keys assigned to something else. How do I edit what Control shift C does on Windows Vista? I need to delete it so I can use the keys for Spore.?
I have the exact same problem!!
